Background of the Study:
Police brutality, which refers to the use of excessive force by law enforcement officers, has become a major concern in Nigeria, particularly in urban areas like Zaria, Kaduna State. This issue has led to widespread public outrage and protests, such as the #EndSARS movement, which called for an end to police violence and the reform of the Nigerian police force (Abubakar & Muhammad, 2024). Police brutality erodes public trust in law enforcement and undermines the legitimacy of the police, which is essential for maintaining law and order in society.
Zaria, a prominent city in Kaduna State, has been no stranger to incidents of police brutality, where citizens often report abuse by officers during routine interactions or in the course of handling protests and arrests. Such incidents not only lead to physical harm but also foster fear and mistrust among the public, particularly those from marginalized communities. This study will examine the effects of police brutality on public trust in law enforcement in Zaria, exploring how instances of police misconduct affect the relationship between the police and the public, as well as the broader implications for community safety and cooperation.
Statement of the Problem:
In Zaria, Kaduna State, instances of police brutality have led to a significant erosion of public trust in law enforcement agencies. This mistrust hampers effective policing and the ability of law enforcement officers to carry out their duties in a manner that is respectful of human rights. Many citizens now view the police as an institution that operates with impunity, often abusing power and engaging in unlawful actions. This loss of trust contributes to a breakdown in cooperation between the public and the police, making it more difficult to address criminal activity and ensure community safety. The problem is further compounded by a lack of accountability and transparency in handling cases of police brutality.
Objectives of the Study:
To examine the impact of police brutality on public trust in law enforcement in Zaria.
To assess the role of police accountability in restoring or exacerbating public trust in Zaria.
To evaluate the public’s perception of the effectiveness of law enforcement in Zaria in the wake of police brutality incidents.
Research Questions:
How has police brutality affected public trust in law enforcement in Zaria?
What role does police accountability play in influencing public trust in Zaria?
How do citizens perceive the effectiveness of law enforcement in addressing criminal activities in Zaria, given the issue of police brutality?
Research Hypotheses:
Police brutality has a significant negative effect on public trust in law enforcement in Zaria.
Police accountability is positively correlated with higher public trust in law enforcement in Zaria.
Citizens’ perception of law enforcement effectiveness is lower in areas with frequent incidents of police brutality in Zaria.
Scope and Limitations of the Study:
The study will focus on Zaria, Kaduna State, and will assess the public’s perception of police brutality and its effect on trust in law enforcement. Data will be collected through surveys and interviews with community members, law enforcement officers, and local government officials. Limitations include the potential difficulty in obtaining frank responses from individuals who may fear reprisal or legal action from law enforcement.
